Track 2: Special interest group on big-picture documentation issues

The group identified the need to improve documentation for new users.
The group proposed two action items:
1) Improving the home page of the website to contain clearer
guidelines for new users.
2) Giving new life to the CoinEasy project, to guide users through
installing and using COIN-OR packages to solve simple optimization
problems.

Regarding item 1:
COIN-OR contains many packages. The home page should contain a
Getting started that points to the project page for advanced users,
and contains pointers to some commonly used projects for new users who
may not know much about programming and/or optimization: for example,
OpenSolver, Pyomo, and the Optimization Suite. We have prepared a
draft to be shared with Andrew.

Regarding item 2:
Alex started working on a markdown documentation to update CoinEasy
with current tools. To be in touch with Ted.
