The package is included in the distribution of Macaulay 2 (version 0.9+).
To get the state-of-art (possibly unstable) version:
svn co svn://macaulay2.math.uiuc.edu/Macaulay2/trunk/M2/Macaulay2/packages/Dmodules
To load the package in Macaulay 2 session type

loadPackage "Dmodules" (load "D-modules.m2" in older versions)

For documentation type
help "Dmodules"
or access it online.
